Flaking is a form of surface failure, often from freeze-thaw or salt. Chase out the flaking material and repair before installing any coating. Every slab is different, so recommendations depend on an on-site evaluation — we do not diagnose specific floors from photos alone.

How is this different from spalling?
Spalling is deeper section loss. Flaking is thinner surface loss. Treatment approach is similar — chase to sound material first.
